Add TLogGenerationUnavailable trace event

When an entire generation of tlogs is completely unavailable, it isn't obvious from existing trace events that this is the case. This PR adds a trace event to TagPartitionedLogSystem::getDurableVersion that provides clear visibility into these cases.
