Fix pypi upload workflow

Summary

Improves end labels (typography-based placement), fixes stacked-area behavior when y has leading or trailing NaNs, adds optional legend ordering for stacked plots, and aligns the skill templates / cell linter with the new ql.legend(..., stacked_plot=...) parameter. Fixes required workflow for pypi upload.
