add: Support ZIP-213

Motivation

• Close Enable coinbase funds to be mined to Sapling #5472.
• Close Enable coinbase funds to be mined to Orchard #5929.
• Close Construct coinbase txs using tx builder in zcash_primitives #9605.

Solution

• Construct coinbase txs as specified in ZIP 213 using the tx builder from zcash_primitives.
• Based on add(zcash_primitives): Support constructing coinbase transactions zcash/librustzcash#1893
• Based on add: Support pre-Canopy block subsidies #10191

Follow-up Work

• add: Precompute coinbase tx and respond quickly on tip change #10170
