Bump nodeenv

My make release ci was failing with:

  ModuleNotFoundError: No module named 'pkg_resources'

setuptools==82.0.0 removed pkg_resources. pip's isolated build env pulls latest setuptools, and building nodeenv==1.3.3 from sdist fails because it imports pkg_resources.

Bumped to 1.8.0 which ships a wheel, skipping the build step entirely.
