This PR adds a comprehensive .github/copilot-instructions.md file that provides GitHub Copilot coding agents with detailed instructions for working effectively in the deliberation-empirica codebase.

Key Features

The instructions include:

Complete build and test procedures with validated timing measurements for all commands
Network restriction workarounds for constrained environments where external services may be unavailable
Comprehensive validation steps covering the entire development workflow
Critical timing expectations with explicit "NEVER CANCEL" warnings and timeout recommendations

Validated Commands and Timings

All commands have been thoroughly tested and validated:
