Fixes vmalertmanager ignoring tracing config when no AlertmanagerConfig CRs are discovered. Tracing settings from the
VMAlertmanagerresource are now applied even without collectedVMAlertmanagerConfigobjects.VMAlertmanagerConfigobjects are found (fixes vmalertmanager: tracing configuration is ignored if VMAlertmanagerConfig is not used #1983).Written for commit 1c54e4e. Summary will update on new commits.
