scrapeconfig: support more discovery mechanisms

Summary by cubic

Expands service discovery and standardizes HTTP/TLS/auth/proxy handling across SD configs. Adds follow_redirects and full proxy support (including CONNECT headers) via HTTPConfig for vmagent and vmalertmanager, with CRDs, docs, and tests updated.

• New Features

  • SD configs: Kuma, OVH Cloud, PuppetDB, Vultr.
  • Shared HTTPSDOptions for HTTPSDConfig, ConsulSDConfig, AzureSDConfig, EurekaSDConfig.
  • HTTPConfig: follow_redirects and ProxyConfig (proxyURL, noProxy, proxyFromEnvironment, proxyConnectHeader).

• Migration

  • Move HTTP-related fields under HTTPSDOptions for HTTPSDConfig, ConsulSDConfig, AzureSDConfig, EurekaSDConfig.
  • HTTPConfig: replace proxyURL with ProxyConfig; AzureSDConfig Port is now int32.
