Fixes vulnerability in freetype
Fixes vulnerability in sqlite3
Fixes vulnerability in pip

How was this change implemented?

Upgrade pypdf to 6.9.1
Upgrade freetype to 2.13.3+dfsg-1+deb13u1
Upgrade sqlite3 to 3.46.1-7+deb13u1
Upgrade pip to 26.0

How was this change tested?
