vc_redist.x64 is the Visual C++ Redistributable (not Visual Studio Code). The timeout issue can be caused by multiple factors, such as server issues, your ISP blocking websites from certain geolocations, or firewall/VPN settings on your computer.
You provided instructions on manually installing every package that should already be included with the SlimeVR Server installation. I will check with Butterscotch regarding this. If they agree that it's necessary, I will clean up your PR so it is appropriate for the docs.

Thanks for the clarification about VSC and i am aware of why this issue
happens fully, it would be nice to allow people to know how to manually
install the slime vr components it would do no harm! ❤️
