Refactor cibuild.sh script Remove reference to proto-25 container repository. This will let us remove that repository completely and move to a more unambiguous name.

@dontlaugh - I don't think there should be a problem backporting #294 from main to dev, but would appreciate a sanity check from you please.
All the .rakumod files (the other commits) are textual and pinning the latest Air library so low risk (and anyway direction is from main to dev)
