Checking docker image on every push is making GA too heavy. On top of that, it is filling the cache and forcing rotation and making Rust's checks too slow. Let's pause this for now.

@ppinchuk This is working. I'll try to push the latest Rust together, but if that fails I'll just roll that back and move on as it is now. |

@ppinchuk reported a problem in #469 with duckdb-1.4.0 on windows platforms. I have no idea what is that, so let's put duckdb on hold fo 1.4 since we don't need that for now.
