Add Catalogs support to RocksDB. Most of the changes revolve around data dictionary support inside of RocksDB.

Note, some of the RocksDB suite is generally broken in a few places, two known failures there are MDEVs for, along with an MTR update that wasn't applied to RocksDB at the time I coded. I have only patched the main RocksDB suite to make it work with Catalogs, the others appear to be in a worse state. |
