Performing a further splitting of the 3.1.0 milestone. What I envisage is first addressing the more structural deficiencies with the current state of `dev`, particularly around build system and filesystem organisation. Get to a point where there's a taggable version that people could opt in to evaluating. Esoteric bugs that I would prefer to resolve prior to 3.1.0 release I could then continue to work on while community members are evaluating the release candidate.

Update 2024-02-14: The plan is to move a substantial number of items from this milestone to the `3.2.0` release (https://github.com/MRtrix3/mrtrix3/milestone/11). This will include items for which considerable effort has already been invested, but the remaining amount of effort to finalise may unreasonably further delay release.
