Stochastic Model WIP

Plan:

Two main ways to work with stochastic models:

1. Generate models projected up to a given endpoint and return a collection of instantiated models
2. Generate a resumable version which will lazily project up through the given timepoints but can be resumed to project further into the scenario if, e.g. ,pv encounters a larger timepoint
