Move DIRS-HIERARCHY-PROPOSE.md from propose/active/ to propose/completed/ and PLAN-DIRS-HIERARCHY.md from plans/active/ to plans/completed/. All features (walk-up config discovery, configurable source root, and microservice auto-scope) were implemented in commit 84cef79. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>
