[TTAHUB-4500] Recipient Spotlight

Note

This is serves as the main base branch for the recipient spotlight. Don't merge this PR until we have completed all recipient spotlight work.

Description of change

Although this is not the final SQL for the BE (@hardwarehuman) is working on it. We probably want to get the fetch and the handler portion of this through code review.

Note: The FE has been merged into this branch as its currently displaying V1 of the sql on the FE (and already reviewed).

How to test

• Review the code
• Make sure the fetcher sends the request correctly and displays the response on the FE.
