Adds a helm chart for the FA³ST Service to be run with Kubernetes.
Also adds CI to publish the chart on https://github.com/FraunhoferIOSB/helm-charts and https://github.com/FraunhoferIOSB/helm-charts-snapshot on releases and pushes to main, respectively
Also adds release of helm chart to release.sh procedure
