As part of an effort to simplify the useOnyx API (and consequently Onyx), this PR removes the allowStaleData configuration, which we consider an anti-pattern.
allowStaleData controlled whether data would be retrieved from cache during the first render even if there was a pending merge for the key. Allowing this creates an inconsistent UX where consumers may receive
stale, outdated data before the most recent merges have been applied.
By removing this option, useOnyx now always returns undefined with a loading status when there are pending merges on first connection — giving consumers a single, predictable behavior.
