Add @azure-tools/typespec-rust emitter configuration to tspconfig.yaml for the File Storage data-plane specification to enable Rust SDK generation.

Changes

• Uncommented and updated the Rust emitter block in tspconfig.yaml
• Aligned configuration with the canonical data-plane widget template
