This PR adds Rust emitter configuration to the ApiCenter DataApi TypeSpec project to enable Rust SDK generation.

Changes

  • Added @azure-tools/typespec-rust emitter block to specification/apicenter/ApiCenter.DataApi/tspconfig.yaml
