Adds a new Workbench resource under accounts/projects/workbenches with CRUD, start/stop/restart operations. Includes WorkbenchProperties with targetClusterId, imageLink, idleTimeBeforeShutdown, datasetId, sshSettings, connectivityEndpoints, and webEndpoint.
