…2034) ASWF created a discussion group to come up with a process to release binaries. While this effort is ongoing, we were advised to avoid publishing binaries on github when possible.

Summarize your change.
Add the possibility to edit dispatch order on layers.
This would allow to better control inner priorities between layers of the same job.
In our case, we want to have more control after submitting the job.
