Build system rules

Description

Adds build system rules for working with Azure DevOps and GitHub Actions based on my aesthics, which are to avoid _AKE build systems and prefer using dotnet commands and PowerShell scripts when necessary. Uses a standard RELEASE_NOTES.md markdown format for version bumping.
