Apostrophe is double-escaped in the bylaws §6

I was looking at https://zerocracy.github.io/judges-action/zerocracy-vitals.html and noticed that in the Bylaws section, §6 has a doubly-escaped apostrophe (\' shown instead of ').

I tracked the source of this down to this line:

It's unclear why the apostrophe has to be escaped twice (\\\') here.
