neoforge.mods.toml file has wrong version info for 1.1.0 jar

/META-INF/neoforge.mods.toml for the portaljs-1.21.1-1.1.0.jar has the old incorrect version under the [[mods]] section:

Seems like Gradle put in the wrong version when generating the jar file apparently
