Support configuration where crond is not installed

Hello,

On latest version of debian, the cron daemon is not installed by default.

Without the cron package installed, I get `Error: Could not find a suitable provider for cron`

Shouldn't the module support writing timer files?

https://github.com/voxpupuli/puppet-systemd seems to support that
