Cross server backups

This will enable backups to be restored on different servers.

Move backups from server level to project level (or global) like source controls or server providers to enable users to restore backups to another server.

This will be only possible for backups that are stored in a cloud based storage providers.

FYI, Ploi does a direct copy from one server to another hence needing to add the other servers IP to the firewall rules when doing a transfer, from memory, only the SSL cert needs adding manually.
