Make packaging a service

Service runs on python Flask
user indicates which project they are building packages for (eg. CHC, ETD)
indicates a subdirectory on a predetermined, mounted directory
the service will attempt to generate packages using the content files located in the subdirectory.
writes the packages to another, predetermined mounted directory.

Instructions for the user will look something like:
to create packages for CHC: place metadata file (in tsv format) and content files in a directory (eg Spring2025) on the mounted directory
launch service by entering http://serviceurl/process_chc/Spring2025
packages will be written to the mounted directory/CHC_done/Spring2025

Instructions for the maintainer will look something like:
Confirm that the directories users will be expecting to use for delivering their files are mounted
and that the compose file is configured to mount them as volumes
podman compose build
podman compose up
