figure out how mirror an svn repo with additional commits

seems like it will be necessary to "git svn fetch" and then somehow automate the merge into the main branch of this repo (as it will contain the github workflow files for scheduling the synchronization, even though it is unlikely that this will be updated very frequently upstream in the future)
