Jekyll SEO tag tagline not showing up in the title element

The site.tagline should be preferred to the site.description on the homepage.

From the docs:

tagline - A short description (e.g., A blog dedicated to reviewing cat gifs), used as part of the title tag of the home page like 'title | tagline'.
