Ingest Weather data

We should ingest hourly weather data so we can enrich our charts with weather data

Ideally we record hourly temperature and condition (rain, sun, snow, etc.)

This way we can overlay this info on daily, and aggregate charts of all types

We need a good weather source API, but we should store it either in Dynamo or s3 (s3 probably since it'll be large and static)

Looks like the National Weather Service has an API that's good for forecasts and past 7 days: https://www.weather.gov/documentation/services-web-api

Historical data seems to be kept by NCEI

I suggest openmeteo as an alternative that uses NOAA data with a slightly more ergonomic API. They also have historical data
