Create mesos framework

Polly should be an application and framework in Mesos.

There would be two phases here.

1. Make Polly act as an application that is easy to deploy
2. Integrate it to future capabilities that would be introduces for Mesos to allow the advertisement of resources to Mesos and other frameworks
