I would really like to be able to remove the hammer as an independent item from my modpack and have it be a function of other existing tools

Make any item with a hammer tag act like the hammer
Describe alternatives you've considered
Add a tinkers construct modifier or enchantment for other tools that makes an item act like a hammer, which could them be made valid for arbitrary tools
