[CLI] Binary release and versioning for the tkn-results CLI

Feature request

As of now, there is no binary available for the tkn-results, and there is no proper versioning system introduced for this CLI.
We will need to release the binary so that it is ready to be used by the users and the release for the binary should be done under a proper versioning system.

There can be two ways to have a versioning system:

1. CLI is tied to the results release, and hence, the same versioning mechanism.
2. The other one is having a separate release cycle for the CLI, and versioning can start from v1.0.0 in that case
