Make it clearer that setting OAUTH_ISSUER means "enable OAuth"

Got some feedback recently that the docs for enabling OAuth could be clearer:

could somebody update the documentation (https://tableau.github.io/tableau-mcp/docs/configuration/mcp-config/oauth), because there is nothing explained "how to enable Oauth".

the first scendence under Environment Variables is:
When OAuth is enabled, the following environment variables also apply or have additional meaning

But how to enable it?

Should:
When a URL for OAUTH_ISSUER is provided, the MCP server will act as an OAuth 2.1 resource server, capable of accepting and responding to protected resource requests using encrypted access tokens.

meant that by setting a OAUTH_ISSUER this will activate Oauth? If yes, then we should explain that.
