Remove pnpm `allowBuilds`

With npm@12 coming soon, devs are requesting removal of lifecycle scripts:

• Reconsidering the removal the postinstall script evanw/esbuild#4475
• npm RFC #868 will block this package's install script by default WiseLibs/better-sqlite3#1481
• Sharp removed it in 0.35.0. See lovell/sharp@e1bad54 for context

Maybe guide the users to run pnpm approve-builds only if they have issues?

ESBuild seems to be installed fine without the life cycle script.

Let's keep this open for now, and let's bundle the removal once all / most of the other packages have made their changes.

Additional packages from code search:

• workerd (unable to find any relevant issue)
• @prisma/client (better-auth)

Once all of those usages are removed we should be able to make one breaking change to @sveltejs/sv-utils to get rid of the pnpm special handling at all.

There seems to be a bug where @tailwindcss/vite@4.3.0 is sometimes shown as having build scripts in pnpm@11, but this happened on existing projects only. Removing node_modules and doing a clean install seems to resolve this issue, which is likely the dominant case of sv.
