Should tests send goaway?

From the RFC:

Endpoints SHOULD send a GOAWAY frame when ending a connection,
providing that circumstances permit it.

But very few of the tests appear to do this.

Because of this, I sometimes get EPIPE errors. While this is mostly irrelevant, I wish it wasn't happening.
