Core restarts are slow and result in catchup due to core in-memory state populating on startup #4902

version v23.0.1, observed on a dev watcher - looks like stellar-core blocks for ~30 seconds on startup to populate soroban in-memory state. We should probably buffer ledgers while rebuilding state to minimize chances of core falling back to catchup (especially if we anticipate rebuild time to increase).
