Add Basic Protoc plugin

In order to generate the MCP server, we should emulate how the folks at https://github.com/stephenh/ts-proto and consider using their available packages as dependencies for code generation of MCP servers. 

Start off with a nice hello world code generator that add some basic code -- no need for functionality, but the development loop is in place
