Installation issue: pigz

Steps to reproduce the issue

$ spack install pigz@2.7 ^zlib@1.3
$ spack load pigz@2.7 ^zlib@1.3
$ pigz --version

Error message

Error message

pigz: abort: zlib version less than 1.2.3

Information on your system

• Spack: 0.21.3
• Python: 3.10.12
• Platform: linux-ubuntu22.04-broadwell
• Concretizer: clingo

I know, it's an ancient, but it shouldn't matter.

Additional information

According this issue, we need this patch for pigz@2.4:2.7 (see here).

Shouldn't be needed, as it is a runtime issue, but as requested:
