[Feature] Add grading to step 2 to verify that `title` was not removed from the frontmatter

Summary

I went through this workflow today to practice and my webpage never generated.

How to reproduce

1. This started when attempting to create the blogpost but I assume it started before that.
2. I could not get the post to generate. Checked me email for the following errors as well.

Hey there @Derdrom-TJM !

I looked at your repo and it's because your index.md is malformed

When you were editing you removed the title: before Potential CS Pathways in the frontmatter

That said I'll keep this issue open so we can add a grading step to check for this so the user can be notified when they missed it

The issue is up for grabs - what's needed is to add a check_step_work job to step 2 to check for title: keyphrase to be present

Reference of check_step_work job can be found in 3-step.yml workflow file

Thank you for your help. I don't know how I deleted the title part. I just thought it was weird that it passed all the tests.
