Crate with 15m build limit building for ~40 hrs

Hi, I checked the build queue, and noticed there is a crate that has been building for roughly 40 hours now. It has the default rustdoc execution time of 15 minutes. Seems abnormal, thought I'd report it.

I'm not sure if this is a separate issue, or related to #3215 .

After fixing that, the in-progress crate was gone.

I'll leave the issue open for now, but likely the issues were related.
