hip failing: python encodings missing

cc @trws should we be trying to add encodings somewhere or is there a bug in spack?

That should only happen if the python is unable to find its own built-in modules for some reason, like the built-in pythonpath is wrong or missing or some piece of it is missing. We have a full python installed though, so I wouldn't expect that unless something is messing with it. What container did this happen inside of?

It happened twice, both in 22.04, so I figured it was something about Python being too new.

Oh, that should be fixed in the PR I put up on spack plus the one here. It’s because spack didn’t find a python (because the version regex didn’t match) and also wasn’t allowed to build another one. Either or both of those propagating through should 🤞 fix it.
