Code-free rules management through UI #58

If an org wants to deploy new rules, currently they have to deploy them as code.
What solution would you like?
An admin at an org using Osprey should be able to add a rule through the Osprey UI (thus storing the rules in a database versus code).
Do you have any additional context?
This idea has been floating around for a while, I figure I can at least get it into the issue tracker for @vinaysrao1. This will almost certainly need to be broken down into smaller tasks. :)
