rclone needs updating

rclone in the current build is version 1.46. This needs to be at least 1.60.1 to authenticate with google drive (https://forum.rclone.org/t/google-drive-error-400-invalid-request-when-access-url-to-for-log-in-and-authorize-rclone-for-access/34267)
