Expected behavior
After a curator is assigned to a data within Describe, they should receive all notifications regardless of whether they have been "@". This is similar to the GitHub follow approach when someone comments on something, they should automatically be subscribed. In the case of data curation, they should receive any notifications as they may need to be aware of the details, particularly if the depositor provides information but fail to @ the reviewer/curator.
Actual behavior
It's our understanding and experience that chat messages without @ are not sent to an assigned curator. Instead, the depositor who wrote the comment gets a message regarding the comment/message. This change will need to be done such that it overrides any email settings that the curator set. In short, there are some notifications that should always happen as they are mandatory notifications.

For now, we are doing the @, but do know that forcing everyone (including depositor) to do it will more likely fail.
