"Creators can't be blank" error when updating an Instrument to Other #1812

Description
A "Creators can't be blank" error prevents publishing a new version of a work that has been changed from an Instrument to Other. The same thing likely happens when changing from Instrument to anything else, since Instruments don't have creators like other works do. I also noticed the "Contributors" form doesn't seem to save when this change is made.
To Reproduce
- Create an Instrument work and publish it
- Update it and change the work type to Other
- Try to publish
Expected behavior
You can add creators (contributors) when changing an Instrument to some other work type in the update workflow. It should publish without an error, with the added contributors saved to the database. Also, saving on the contributors tab should save the contributors to the database.
