Fix which buckets problem files and publications appear in

There appear to be a few bugs related to where publications show up in the AI OA Workflow:

• Publications with "flagged for review" set to true should only show up in the Flagged for Review bucket and the All Publications bucket.
• Publications with "DOI error" set to true should only show up in the All Publications bucket.
• If the only Activity insight OA file has a version of "notArticleFile", the publication should only show up in the All Publications bucket. (see Create workflow for dealing with "notArticleFile" files #1153)
