Bug: Cant create Invoices / Bills

Trying to create bills for players for jobs. But it isn't inserts data to database.

Expected behavior

It should insert bills data to pefcl_invoices table and other player must be able to see his invoices related to data in table.

To Reproduce

Steps to reproduce the behavior:

1. Use /bills
2. Check invoices menu in npwd app or bank menu.
3. Check database logs.
4. See error

i dont even have /bills? lol
