[FEATURE]Use GitHub Action to build multiple binary programs

Have developers considered using GitHub Actions to automatically build binary programs for Linux, MacOS, and Windows? For ordinary users, the build environment is not easy to solve.

It's planned

In first time, i have provided all scripts to build with docker if need.

In few time, I'll provide scripts and debian binary packages.

For windows & mac... I don't know when I'll be able to build them.
